Noise From commercial, industry & trade in victorian urban environments
EPA Victoria Publication 1826.4 – Noise limit and assessment protocol for the control of noise from commercial, industrial and trade premises and entertainment venues (Noise Protocol), was released in July 2021. Part I of the Noise Protocol supersedes the State Environmental Protection Policy No. N-1, commonly called SEPP N-1, for metropolitan Melbourne as well as 'urban hubs' within regional Victoria.
The Noise Protocol is used in conjunction with the EPA Regulations 2021 and the Environment Protection Act 2017 to assess noise emissions from commercial, industry and trade premises. Importantly operators now have a General Environmental Duty (GED), which means that activities that pose a risk to human health and the environment must be understood and reduced.
Acoustic Compliance Australia has been tasked with assisting industry understand their noise emissions within urban environments and to help it navigate through the requirements of the Noise Protocol, EPA Regulations 2021 and the Environment Protection Act 2017.
EPA Victoria requires sites to undertake environmental noise assessments to determine compliance of off-site noise emissions, usually as a result of planning, EPA works approvals, upgrades or complaints.

Some changes between sepp n-1 & the Noise protocol
- Objective tonal assessment methodology for urban environments changed from a sliding scale adjustment to either a +2 or +5 dB adjustment
- Changes of the Saturday day time period from between 7am and 1pm, to between 7am and 6pm
- Noise Sensitive Areas terminology has been updated to explicitly include childcare centres, kindergartens, primary and secondary schools and tourist establishments.
- Clarification on Urban Hubs within rural areas
- Major and minor premises distinction has been removed for subjective and objective assessment methodologies for urban environments
- Expansion on what counts as emergency equipment and further clarifications
Victoria: Why you need Auralisation
With the introduction of the General Environmental Duty by EPA Victoria, urban sites are required to minimise their off-site impacts and can be legally required to reduce noise further, even if their noise emissions are compliant with Noise Protocol noise limits, if it is shown to be reasonable and practicable to do so.
Auralisation provides the ability to hear audio of what the predicted noise would be at any off-site urban location, not just the noise level in decibels. Further it can provide the ability to hear what the predicted noise would be inside dwellings in urban environments. By incorporating auralisation into noise modelling projects, Acoustic Compliance Australia can provide clarity on if noise emissions are reasonable to manage risk for environmental noise impacts.
